Under minimal supervision, conduct end-to-end sourcing and contracting activities for the acquisition of IT goods and services (including hardware, software, SaaS, telecom, etc.). Ensures that all requirements are procured in a timely, effective, and efficient manner to meet business needs, driving the optimum balance of value, quality, and service.


  • Leads strategic sourcing initiatives, following standard and non-standard strategic sourcing methodologies. Assesses supplier capabilities, evaluates scorecard offers and has the ability to create, suggest, implement, and follow up on Service Level Agreements.
  • Generates bottom-line contribution through cost savings and cost avoidances. Researches new and alternative sources of supply to reduce cost and assure availability. Evaluates vendor performance on deliveries, quality, servicing, and pricing.
  • Identifies key business partners and leads cross functional teams to develop strategies that maximize value and minimize spend investment.
  • Determines reasonable price or cost per item and ensures the company obtains the best value for each requirement. Leads negotiation during sourcing events.
  • Evaluates total cost/supply analyses to identify opportunities to reduce Total Cost of Ownership. Manages supplier selection and develops data analysis / requirements for informed supplier decisions.
  • Coordinates rigorous analysis of spend data and industry dynamics to prioritize and launch sourcing initiatives.
  • Develops and interprets policies, procedures, and regulations that govern procurement activity. Ensures compliance with federal and state regulations related to the procurement functions. Identify root causes to issues and actively resolve problems, leveraging cross-functional business partnerships.
  • Coordinates and directs the bid functions, which includes but is not limited to, determining the proper type order/contract prior to solicitation, reviewing, negotiating, and determining whether bidders are responsive or responsible.
  • Coordinates and advises business regarding contract terms and conditions and consults with legal regarding pre-approved good/better/best language to supplier contracts.
  • Ability to communicate and explain complex strategic sourcing information to both internal and external parties and display critical problem solving skills.
  • Must possess timely decision-making and prioritization skills and be able to manage various projects or processes at one time.

Basic Requirements:

  • 5+ years of progressively responsible strategic sourcing experience preferred
  • Demonstrated experience associated with conducting negotiations and contract reviews, including working knowledge about contract terms and conditions specific to IT
  • Bachelor’s degree in Finance,  Purchasing/Supply Chain, Accounting or related field
  • Strong written and verbal communication skills required 
  • Strong analytical and financial skills required


Additional Qualifications:

  • Experience managing/understanding large technology programs and change initiatives
  • Must have ability to be assertive (both with suppliers and internal customers)
  • Proven collaboration skills; ability to influence without authority 
  • Purchasing certification preferred.
